In the mid 1990s Stephen provided project management and design services as part of a team from De Leuw Chadwick. The flagship infrastructure project was one of the last delivered for Client London Docklands Development Corporation before their responsibiliities and assets transfered to the Local Authorities, and successor agencies. The project comprised the demolition of a short bridge crossing the gutway, and adjacent dock walls and reconstruction of new walls to create a 2,000m Olympic distance rowing course using funding from Sports Lottery and LDDC in partnership with LB of Newham.
The most cost effective crossing was found to be for a Reinforced Concrete Bridge resting on piers piled through the dock floor. There were particularly difficult design constraints given the adjacent London City Airport, the risk of vessels impacting the piers, passing under the Docklands Light Railway and tieing into the current road alignments. The bridge was subsequently built by Mowlem and was named after Sir Steve Redgrave.
